The 61-951 compartment passenger coach is equipped with an air-conditioning system and designed for passenger transportation on 1,520 mm gauge mainline railways. The coach is manufactured in accordance with technical specification Ts 17923832-038:2023.

The interior layout provides 36 sleeping berths for passengers and accommodation for two attendants. The coach includes passenger compartments, a corridor, an attendant's compartment, a boiler compartment and sanitary facilities.

The maximum design speed is 160 km/h. The length over coupler centers is 26,164 mm, the external width is 3,105 mm, and the height above rail level is 4,404 ± 10 mm. The tare weight does not exceed 62 tonnes.

The coach is equipped with 68-921 and 68-922 Type II M bogies and an EGV.08.U1 underfloor generator.

The designated service life is 28 years. The complete coach is covered by a two-year manufacturer's warranty from the date of shipment to the customer.
